Dr. Samuel Otim brings a practical, community-minded approach to public service, shaped by a belief that local government works best when it is grounded in the everyday realities of the people it serves. He believes good local leadership means understanding the community, listening to residents, business owners, and entrepreneurs; and incorporating what we hear, weighing choices carefully, and working toward solutions that serve Langley City as a whole.

I have called Langley home for more than 8 years. Before moving to Langley, I lived in Burnaby near Lougheed Town Centre, where I experienced firsthand a community undergoing significant transit-oriented development. That experience, combined with my work contributing to policy discussions on community development and my years presenting to Burnaby City Council on practical community wellbeing and safety standards, shaped how I think about growth, infrastructure, and the everyday needs of residents. My home sits near the boundary between Langley City and the Township. While a line on a municipal map places my home on one side, much of my daily life—and that of my family—takes place in Langley City, where we shop, use the parks, and support local small businesses. Living near the municipal boundary gives me a unique perspective. The challenges facing Langley City do not exist in isolation. Public safety, traffic and infrastructure, housing, local businesses, neighbourhood character, and the upcoming SkyTrain expansion are all interconnected. The SkyTrain, for example, is not simply a transit project—it will influence housing, transportation, business activity, community safety, and how our neighbourhoods grow. That is why I believe city decisions must be considered as part of a bigger picture. A decision intended to solve one problem can create new pressures elsewhere if its broader impacts are not considered. My platform takes a unified approach to city-building—addressing the challenges we face today while making thoughtful decisions about how Langley City grows and evolves for tomorrow. As an independent candidate, I am focused on practical solutions rather than partisan politics. I want to bring a collaborative, evidence-based approach to Council that puts the interests of Langley City residents and local businesses first.

Grounded in Economics & Community Experience

I approach city management through the lens of economics, evidence, and a deep understanding of community needs. I hold a PhD in Economics, with a core specialization in policy analysis, as well as a Master of Science in Information Technology. My academic training and professional experience are grounded in a simple premise: the policy choices and decisions we make today shape our community’s long-term outcomes. For me, being future-focused means getting today's decisions right. It means addressing immediate challenges—such as public safety, inner-city traffic, and infrastructure maintenance—with practical solutions, while ensuring we make responsible long-term decisions that do not place unnecessary financial burdens on future taxpayers. I have spent years putting these principles into practice through organizational governance, policy analysis, and community advocacy: Smart Financial Oversight: Through my service on the Nominations & Elections Committee for the Vancity Board, I have gained experience in corporate governance, strategic oversight, and balancing fiscal responsibility with meaningful community investment. I understand the importance of objective assessment, constructive challenge, and financial discipline in complex organizations. Collaborative Policy & Community Advocacy: My background includes working in multi-stakeholder governance environments, analyzing housing and sustainable development policies, and evaluating leadership talent. I have also spent years translating complex socio-economic information into clear, actionable recommendations and presenting directly to municipal councils on practical community health and safety standards. A city council is ultimately responsible for managing a multi-million-dollar organization funded by your tax dollars. I have spent my career using evidence, analysis, and collaborative governance to address complex problems, and I want to put those skills to work for the people, neighbourhoods, and bsuinesses of Langley City.

I am running because I care about the future of Langley City and the people who call it home. I want to help build a city where residents and business owners feel heard, neighbourhoods remain connected, growth is thoughtfully managed, and City Hall is open, responsible, and responsive to the community.
